And here’s the good news: Illinois shows up for its homebuyers. The Illinois Housing Development Authority (IHDA) runs some of the strongest down payment programs in the country. Let me walk you through them.
IHDA Access Programs
IHDA pairs a 30-year fixed-rate mortgage with down payment and closing cost help. Depending on the program, that help can range up to $10,000 — and the newest program, Access Home, launched in 2026 with up to $15,000 in assistance for eligible first-time buyers.
Most of this help comes as a second loan with no interest and no monthly payments. Some versions are forgiven over time. Some are paid back when you sell or refinance. We’ll find the structure that fits your plans.
What You’ll Generally Need
IHDA programs typically look for:
- A credit score around 640 or higher
- Income and purchase price under the program limits
- The home as your primary residence
- A homebuyer education course (don’t worry — it’s straightforward, and I’ll point you to it)

Illinois has run a program called SmartBuy that helps first-time buyers pay down student loan debt as part of buying a home — we’re talking up to $40,000 toward student loans in past rounds. Buying Outside Chicago? Rural Illinois Buyers Win Big.
Most of Illinois outside the Chicago metro qualifies for one of the most powerful loans in the country:
USDA Rural Development Loans. Zero down payment — and that’s not a typo. Towns across central and southern Illinois, the Metro East near St. Louis, and most communities outside the big metros are USDA-eligible. Household income limits apply (commonly around $119,850 for a household of 1-4 people), and the home must be your primary residence. For a buyer with steady income but a thin savings account, USDA can be the whole ballgame.
Stack IHDA on top. Here’s the move most buyers miss: IHDA’s down payment assistance can pair with a USDA first mortgage. Zero down PLUS thousands toward closing costs? That’s how you buy a home with almost nothing out of pocket.

HomeFlex: Our Own In-House Program
Here’s something most lenders can’t say: my company has its own down payment assistance program. It’s called HomeFlex, exclusive to Homeowners Financial Group, and it’s available across Illinois — Chicago, the suburbs, and downstate.

The forgivable option (3.5%). No interest. No monthly payment. The assistance is completely forgiven after 5 years, as long as you stay in the home and keep your mortgage in good standing. Minimum credit score around 640.
The repayable option (up to 5%). A small second loan with a monthly payment, repaid over time. This gets you more assistance up front if you need it. Minimum credit score around 660.
